UK Councils Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a recent study of local authorities, English councils are preparing to sell community centers, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of playing fields and land to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition said that a significant number of councils attempting to raise money from a quick sale of assets represented “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and utilising savings to weather growing fiscal pressures.”

Specific Examples of Planned Disposals

Medway Council in Kent said its asset disposal plan included the disposal of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Increases and Broader Financial Pressures

This research of councils in the coalition, which covers several urban centers, also found that over seven in ten of authorities will need to raise council taxes next spring to cover the rising cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both better provisions and financial savings,” said Vince Maple.

He continued: “There are population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities recently also found council budgets being strained by the growing number of children and adults requiring Send support.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document outlining those changes has been postponed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (IMD) for UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of England. The figures underscores the extent of difficulties confronting local leaders across key cities in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey revealed.
